A state minister, town mayor and six others from northern Mexico were killed on Wednesday when their small plane crashed and burst into flames most likely due to a mechanical failure, the state government said. The minister for public works in Coahuila state, Horacio del Bosque, and the mayor of the border town of Piedras Negras, Jose Manuel Maldonado, died along with a state civil protection director, two businessmen, a photographer, the pilot and the co-pilot when their plane went down over a dam near Texas. The crash was caused by mechanical failure and was not due to foul play or an attack by criminal gangs, Coahuila Education Minister Victor Zamora told the TV Azteca network. Mexican media said the plane may have clipped a wing on a tree because it was flying too low, causing it to crash, but Zamora declined to comment or give further detail. The Coahuila government confirmed the eight deaths in a statement but said authorities were still investigating the cause of the crash. Mexican authorities are on high alert as drug gang violence escalates across the country. Cartel hitmen killed a candidate for governor in the northeastern state of Tamaulipas last week. Hitmen from the Gulf cartel and the brutal Zetas gang are fighting throughout Coahuila, Nuevo Leon and Tamaulipas for control of smuggling routes into Texas. The MH-60 Jayhawk left Astoria Coast Guard station at about 8:46 a.m. Wednesday. The helicopter was a new model, bound for Sitka, where it was to be permanently assigned. A crew brought the Jayhawk from North Carolina, and the crew from Sitka had come to fly it home. While the Coast Guard isn't saying who was on board, a typical crew would have been the pilot, co-pilot, flight mechanic and rescue swimmer, said Robert Lanier, chief public information officer in Seattle. Communication procedures call for helicopter crews to check in every 15 minutes. This crew was due to call in at 9:30 a.m., said Rear Admiral Gary T. Blore. The Coast Guard believes the helicopter went down at about 9:35 a.m. The young man was one of four crewmembers aboard a U.S. Coast Guard helicopter that went down in the Pacific near James Island, Wash., Wednesday morning. Three crewmembers died. The Coast Guard has not identified any of the crew, but has said they were all men, all stationed in Sitka, Alaska. More dead fish have been reported in the Cai River in the southern province of Dong Nai, according to officials in the province's Bien Hoa City. The fish had been raised in cages by local farmers on the river in the city's Tan Mai, Thong Nhat, An Binh and Hiep Hoa wards. A total of 100 tonnes of fish, including those in cages and others living in the river, have died in the area since June 6. The Dong Nai Department of Natural Resources and Environment said waste water discharged by the Bien Hoa Industrial Parks and other facilities along the riverbank had polluted the river. Twenty out of 103 companies operating in the park are on a list of severe polluters in the area, which have discharged 6,500cu. m of untreated waste water each day. In early June, the province's Freshwater Resources Management Division worked with farmer associations in Thong Nhat Ward and found no evidence of disease in the dead fish. The ward's authority reported the death of 59 tonnes of fish from 56 fish farms on June 7, 8, 21, 22 and 23. Farmers blamed pollution from the factory of Tan Mai Paper Company, which has an exhaust pipe near their farms. The department investigated, tested and concluded on June 21 that the dissolved oxygen (DO) content in the river had fallen and the water had been polluted, indicated by the amount of BOD5 (bio-oxygen demand), COD (chemical oxygen demand) and coliform bacteria. At the time, the department told the environment police to more closely supervise discharge from Tan Mai Paper, Dong Nai Paper, Bien Hoa Sugar, Proconco Feed, Dona New Tower Foodstuff, Bien Hoa Packaging and Dong Nai Battery. A 5.9 earthquake rocked Southern California this afternoon and was felt across a wide area. According to U.S. Geological Survey, the quake hit at 4:53 p.m. near Borrego Springs, about 28 miles south of Palm Springs. It was followed by several small aftershocks. There were no immediate reports of damage or injuries, but some residents said the quake caused glass to break. Its the latest in a string of powerful of quakes to hit Southern California in the last few months, ever since a 7.2 quake hit the Mexicali area on Easter Sunday. Residents in Riverside County told The Times they felt a sharp jolt but have not witnessed major damage. Riverside Police Chief Sergio Diaz said that he experienced strong jolts at police headquarters but that there was no initial report of serious damage. A rockslide was reported on a road outside of Palm Springs neat the aerial tramway, accord to the Desert Sun. But someone at the tramway restaurant told The Times there was no major damage. Four individuals were killed in the northern Mexican state of Nuevo Leon on Thursday as a result of the heavy flooding that struck the city as a result of Alex, now a tropical storm. Two of the deceased were located within half an hour of difference and both were of advanced age, police said. One was found near the Topo Chico water spring, the same place where a person was reported missing on Wednesday night. However local authorities were not able to identify the body. The second victim was found in the city of Monterrey. He was found in a northern neighborhood trapped against a metal fence, after being dragged by the flood approximately 500 meters. He was not identified either. An elder woman was killed after a bridge collapsed in the south of Monterrey. She was 61 years old. In an exclusive neighborhood at the south of the city, a construction worker died after a wall fell over him. Nuevo Leon has asked the federal government to declare some counties as disaster zones due to the heavy damages caused by Alex. The state government also requested authorization to use resources from the Natural Disaster Fund (FONDEN). Alex made landfall in northeastern Mexico on Wednesday night as a category two hurricane and quickly began to weaken until becoming a tropical storm, according to the Miami-based US National Hurricane Center (NHC). The center said Alex made landfall around 9 p.m. CDT on Wednesday along the coast of Mexico in the municipality of Soto La Marina. It then quickly started to weaken, first to a category one hurricane and eventually to a tropical storm on early Thursday. "Maximum sustained winds have decreased to near 40 miles per hour, 65 kilometers per hour, with higher gusts," said forecaster Blake. The center reported that the tropical storm is moving over central Mexico and heavy rains are occurring at the moment. It also expects that Alex will weaken to a tropical depression later on Thursday and will eventually dissipate on Friday or Saturday. So far, approximately 4,109 residents have been evacuated on Thursday. From this amount, 2,552 found asylum with relatives while the rest was sent to the more than 100 shelters installed.
