The region did not have flu epidemics for the past five or seven years. The local residents had no immunity from flu. An increase of the cold and flu rate was reported from all the Ukrainian regions, but the situation is generally stable, a source at the Ukrainian Health Ministry said. The rate is high in Chernigov, Lvov, Kiev, Vinnitsa, Dnepropetrovsk, Donetsk, Zaporozhye and Kharkov.

A Russian Interior Ministry plane with eleven crewmembers on board crashed on takeoff in Yakutia in the Far East, six bodies have been recovered, the Emergency Situations Ministry said Sunday. A spokesman for the ministry's regional center said an Il-76 Candid strategic airlifter fell and caught fire about three kilometers from Mirny airport. "There were seven crewmembers, as well as four members from a replacement crew, on board. The plane was heading for Irkutsk. As of now, six people whose bodies have been recovered are believed to be dead," the spokesman said. He said a search for the others is underway.

The Coast Guard rescued four seamen after a 70-foot-long tugboat sank in Mobile Bay early Saturday morning, a spokesman said. A Coast Guard MH-65C Dolphin rescue helicopter from New Orleans flew over and rescued three crew members at about 5 a.m. and took them to the Coast Guard Aviation Training Center in Mobile, according to Coast Guard Ensign David Leadbetter. The other crew member got on board a 14-foot skiff and floated to the Fort Morgan peninsula, where he was picked up by Gulf Shores Fire Rescue, Leadbetter said. "Everyone is safe. There were no medical emergencies ," Leadbetter said. Leadbetter said he did not know the names of the crew members or where they were from. The Coast Guard was still trying to determine Saturday why the boat took on water. The ship is registered to Capt. Larry Barks LLC of Spanish Fort, which is owned by Allen Henry, according to records from the Alabama Secretary of State's Office. Henry could not be reached for comment Saturday. On Saturday afternoon, the tugboat remained half-submerged on its port side, Leadbetter said. The owner was trying to work out a salvage plan, he said. A Coast Guard search and rescue boat from Dauphin Island, a Coast Guard Ocean Sentry plane from Mobile and a boat from the Mobile County Sheriff's Office also took part in the search. eventeen people were sent to area hospitals after a two-vehicle collision today in Wilmington involving a DART bus and a Jeep. The crash occurred about 2:05 p.m. at 12th and Washington streets. More than 10 ambulances were used to transport all the patients. County paramedics treated the 40-year-old bus driver for a head injury, said agency spokesman Cpl. Peter Small. The bus driver along with another victim were taken to Christiana Hospital for treatment. Fifteen other victims were taken by ambulance to Wilmington and St. Francis hospitals for treatment of minor injuries. The deaths due to an "unknown" disease in Kandhamal district of Odisha increased to 10 on Wednesday with two more persons breathing their last at the MKCG Hospital at Berhampur. Although the first death took place at Gudrigaon village of Kandhamal six days ago, the authorities had not been able to conduct the necessary examination to know the cause of the deaths so far. Even as the state government had sent a medical team, the death toll was likely to rise as more 10 persons were admitted to different hospital. All the deaths had taken place in Gudrigaon village so far though some people from a neighbouring village had been taken ill with similar symptoms. While some were of the view that deaths could be due to cerebral malaria, others were suspecting that the deaths were due to consumption of poisonous mushrooms. Meanwhile, a team of medical experts from the Regional Medical Research Centre in Bhubaneswar left for Kandhamal to inquire about the cause of the deaths as they were suspecting that the deaths could have taken place due to some viral infection. The number of reported leptospirosis cases in Metro Manila and other areas in Luzon that were affected by floods has reached 1,027, with 89 fatalities as of Thursday, the Department of Health said Friday. Leptospirosis outbreaks were declared in barangays Malanday, Tumana and Conception I in Marikina City where there are 82 cases. However, Quezon City declared the most number of cases with 122 patients infected. Other severely affected areas include Rizal province, which also registered a significant number of deaths from tropical storm “Ondoy”. Leptospirosis is a bacterial disease which could be contracted by humans when exposed to the floodwaters containing the urine of infected animals like rats, dogs and pigs. Its symptoms include vomiting, headaches, chills, and muscle aches and could lead to jaundice and kidney damage if not treated. It has an incubation period of 4 to 14 days.
Health Secretary Francisco T. Duque III said the increase of leptospirosis cases was caused by the widespread flooding caused by the two major storms that devastated huge areas of Luzon, including Metro Manila. He warned the public to avoid wading in the fetid flood water to avoid being infected by leptospirosis and other water-borne diseases like typhoid fever, cholera, and hepatitis. Duque said the government has at its disposal a large supply of prophylaxis, a drug which cures leptospirosis and would be immediately administered to infected individuals. The DOH has projected a continuous increase in leptospirosis cases in Metro Manila and other parts of Luzon that are still under water. Meanwhile, Malacañang said the government is hiring more nurses and health workers to deal with the rising number of leptospirosis cases.
President Arroyo has authorized the DoH to deploy more teams to curb the outbreak of water-borne disease in calamity areas, the Palace said. “The Department of Health has been directed by the President to step up this campaign, to field more health teams, and even to employ additional nurses and health workers under the NARS program to address the problem,” Press Secretary Cerge Remonde told reporters in the Palace last Thursday. Launched in February this year, Project NARS (Nurses Assigned in Rural Service) aims to deploy “warriors of wellness” in poor communities. The program offers job experience to unemployed registered nurses in the country. Cabinet Secretary Silvestre Bello said Duque had to cut short his participation in the Legislative Executive Development Advisory Council (LEDAC) meeting in the Palace last Thursday to carry out the President’s orders. Bello said Duque plans to meet with concerned local executives in flooded communities to address the problem. Duque said state-run PhilHealth will provide free medical assistance to members with leptospirosis, adding that the health department is still coordinating with private hospitals to extend the same aid. In Bulacan, the Provincial Health Office has recorded its first leptospirosis death, plus at least 12 others hospitalized.
Dr. Joycelyn Gomez, Bulacan provincial health officer, identified the fatality as Mark Anthony Jutara, 21, of Barangay Saog, Marilao town. Jutara’s relatives claimed that he contracted the fatal disease last Sept. 27 after helping his flood affected neighbors, during which he was wounded by a sharp object. “Noong nakaraang Miyerkules nagsuka at nagtae ang anak ko at hanggang sa hindi na makayanan ang katawan. Bukod pa rito, napuna nila ang paninilaw ng mata at balat ni Mark, at hindi na rin umiihi,” according to Jutara’s mother Virginia. The Coast Guard and Navy are responding to a mid-air collision between a Department of Defense helicopter and a Coast Guard airplane 15 miles east of San Clemente Island, Calif., Thursday evening. At 7:10 p.m. the Navy reported to the Coast Guard that they observed what appeared to be a mid-air collision in the vicinity of San Clemente Island. The Coast Guard responded by sending three Coast Guard cutters, and diverting an MH-60 Jayhawk helicopter to the area to search for survivors. The Navy sent four vessels and multiple helicopters to aid in the search. The Coast Guard and Navy are actively searching for survivors at this time. The Coast Guard plane was a C-130, a long-range surveillance and transport, fixed-wing aircraft that is used to perform a wide variety of missions. There were seven people aboard the plane. The helicopter was an AH-1 Cobra, similar to the AH-1W Super Cobra, the helicopter that crashed near Alpine in May taking the lives of two Marine Corps pilots.
